Hispanic Broadcasting Network

Hartley served as an advocate and facilitator on behalf of a major Hispanic focused television broadcast network at the federal level for several years. His representation of the company included a broad range of key issues:

  • Digital TV transition
  • Multi-casting
  • Spectrum clearing
  • Inter-operability
  • Nielsen Meter usage

Engaged on behalf of Univision included educating select members of Congress about network ownership and business model transition from a “must carry” regime with cable operation to a “revenue share per subscriber” regime via retransmission negotiations. Hartley also advised the management team on issues of particular interest to the network’s Hispanic audience including participation in the electoral process, and the development of a Washington office.
